ISN: 3148
Nationality: Afghan

The following is a summary of the allegations against Haroon al Afghani found in publicly available US military documents. If US military documents about this prisoner are inaccurate or misleading then this summary will be as well. The introduction to this set of summaries explains some of the terms used below.

A press release from the US Department of Defense announcing his arrival at Guantanamo is the only publicly available information about Haroon al Afghani. The press release says that Haroon, “is known to be associated with high-level militants in Afghanistan, and has admitted to serving as a courier for al-Qaeda Senior Leadership.”

The press release also said that, “There is significant information available that Haroon al-Afghani is a senior commander of Hezb-e-Islami/Gulbuddin (HIG), a declared hostile terrorist group associated with AQ in Afghanistan and commanded multiple HIG terrorist cells that conducted improvised explosive device (IED) attacks in Nangarhar Province. He is assessed to have had regular contact with senior AQ and HIG leadership.”

Haroon was transferred to Guantanamo in June 2007. He was recommended for prosecution by Obama’s Guantanamo task force in January 2010.
